The declaration, which received the support of the countries of the European Union (EU) in the Council of Employment and Social Affairs held in Luxembourg last October, is a text of thirteen pages, with twenty principles and rights divided into three chapters: equal opportunities and access to the labor market, fair working conditions and social protection and inclusion.

The document focuses on employment and employment systems. welfare, as well as in the adaptation of the current social model to the 21st century, and addresses policies related to housing, education or social services, among other points.

Contains provisions to ensure the protection of workers, the least qualified, the unemployed, people with low incomes, children from disadvantaged backgrounds, dependent or homeless.

The text will be ratified by the President of the European Parliament (EP), Antonio Tajani; semester), Jüri Ratas, and the president of the European Commission (EC), Jean-Claude Juncker.

The summit -propulsed by the Swedish prime minister, the Social Democrat Stefan Löfven, and the Executive community-is a starting point to strengthen this social commitment, with the aim of adopting concrete measures.

In his letter to community leaders, the president of the Council, Donald Tusk, said he will share his "ideas on how to take the social agenda further in the December European Council."

Tusk also proposed that, during lunch, a debate on education and culture, areas that are considered key for the creation of employment and growth and "tools to reduce inequalities", as well as a "pillar" of Europe.

"It is our obligation to nurture culture and facilitate exchanges in the educational area so that our people, with their different cultural and historical backgrounds, know each other better and more inspire each other, "he said.

Tusk thus encourages the creation of a network of European universities in different Member States that have curricula integrated and that allow studying abroad in at least two languages ​​or create an Erasmus for art professionals.

In secondary education, proposes to promote mutual recognition of diplomas among the countries or constitute a new curricular program that allows exchanges between European secondary schools.

It also calls for promoting multilingualism to that all Europeans speak at least two languages ​​of the continent, create a European Student Card to encourage participation in cultural activities or launch a reflection on the future of learning to respond to new trends, including artificial intelligence.

Precisely this week the EC has presented a road map to move towards a space common education in 2025, with mutual recognition of qualifications, coordinated study programs and community student identity card, among other aspects.

At the summit of Gothenburg, which is attended by the Spanish Prime Minister, Mariano Rajoy, European trade unions and employers are also represented and it is hoped that, although they are not issues of the agenda, issues such as the "brexit" (the departure of the United Kingdom from the community block) or the situation in Catalonia are addressed on the margins of the meeting.
